Ahead of the UN conference on Oceans (UNOC), Earth Insight and partners will be releasing new mapping and analysis that visualizes the threats posed by future offshore fossil fuel projects to frontier biodiversity hotspots and coastal communities across the pantropics.
The Ocean Frontiers at Risk Report examines the global expansion of offshore oil and gas exploration and its profound threats to marine ecosystems, biodiversity, and the livelihoods of coastal communities. Despite urgent calls to meet global climate goals, governments and companies are investing trillions of dollars in new fossil fuel developments.
Many of these developments are taking place in frontier regions: underexplored areas with significant untapped potential for oil, gas or LNG development. This report highlights 11 case studies across the globe in some of these new frontiers, illustrating the risks posed by these projects and the growing resistance from frontline communities and environmental organizations.

This report comes just days before thousands of ocean experts, diplomats, heads of state, scientists and civil society leaders gather in France for UNOC, which “aims to support further and urgent action to conserve and sustainably use the oceans, seas and marine resources for sustainable development and identify further ways and means to support the implementation of SDG 14.”
